2000 Toyota RAV4 High HC in CA smog test

My rav had an HC of 96. High cutoff is 100. It was a lot lower 2 years ago. Spark plugs are likely old.
What else should I look at? Air filter new, Oil new, ran about 5 miles to shop on cold day.
Any suggestions?

Hi. Just a real good tune up. Plugs wires cap rotor timeing. Fuel filter. I would run it awhile before you go there. So the eng will be good and warm. Goodluck
