2003 Toyota Prado suspension stiffness

2003 Toyota Prado Four Wheel Drive Automatic
It's been about a month ago, when the temperature was minus 35, one day the suspension became too hard that i feel myself like in a tank, it shakes on every little tussock. I suspect some problems with electronics because it's not possible that front and back wheels get damaged in the same time.
I found out that TEMS system is responsible for the whole suspension stiffness, is it right? if right what should I do?
I live in a small Russian city in Siberia and there's no any service centers here, hope you know what's wrong with the car.
