Brake lights & cruise control

1992 Toyota Camry 170,000 miles. I have a problem with the Camry. The brake lights are not working and the cruise control has quit as well. When the headlights are off, and the brake is applied, the parking/tail lights come on (front and back). When the headlights are on, the brake lights stay on all the time. I have replaced the brake light switch on the upper part of the brake pedal and it had no effect on the problem. Also, I have jumped the hot wire feeding the tail lights to the brake lights as a temporary fix to give the vehicle temporary brake lights. I don't know if the cruise control is a related or separate issue, I just discovered that problem tonight. I don't know what to try next...can any one help?
