Once the vehicle is up to temperature and you stop the lights dim, fan slows and bascially like it is starving for power. If you press on the gas lgithly and increase the RPM (100-200rpm) everything returns to normal. Current idle speed is 650 rpm.

Idle speed is a tad low. Petrol or diesel engine? You may have a faulty reg in the alternator get that checked as well and check all earth & power connections are clean & tight.
