Move tensioner pulley (arrow in picture) to release tension on belt, then remove belt.
Buy a good belt, Dayco, Gates, Goodyear, Toyota. Use brake clean to remove any contamination from pulleys, make sure pulleys are tracking properly.

A tensioner tool is available from most autoparts stores for rental.

Try a socket on a long ratchet.

Great news.

Make sure to inspect pulleys and clean with brake clean. Brake clean dissolves grease, grime, coolant and leaves no residue.
