Toyota Air conditioning issue

This has been happening since I bought the car new in 2004. I just thought someone here may be able to tell me if it is normal or not. Whenever I turn the air on in the car it seems to pull on the engine more than any other vehicle I have ever owned. There is a substantial loss in power and the engine seems to "shudder" at idle. The dealership changed out a wiring harness in 2004 but it did nothing to fix the problem.

Check the idle up solenoid its purpose is to raise the idle when compressor engages to compensate for the load

Can the solenoid be adjusted and can it be done without going to a dealership?

Its nonadjustable you need a book to find this and the PCV valve preferrably a service manual. Am trying to pull it and its not giving it to me-sorry.

I have been looking for a while. Not many diagrams available for Toyota without buying a 40.00 book.
