Toyota Camry Repair Question

Driver's seatbelt is stuck and won't work properly
We have a 1989 Toyota Camry with 140,000 miles and today, the driver's seat belt would not work. I only had the lap belt on. It was really annoying and I know it's not safe. It made no sound whatsoever. The passenger side seat belt works fine.
