My AC "on" light continues to blink and when it does my AC will not cool.

First at all check your A/C belt for proper tension,
there is a low pressure switch that "cuts" the magnetic clutch in case of lack of refrigerant or loose belt.

Also check the relay of the magnetic clutch.
