I have a code 420 on my 2002 toyota camry 2.4l. Is it the catalyst on the manifold or the one underneath the car?

NOT necessarily the catalytic converter. You need to check the exhaust system for possible leak and the operations of both O2 sensor before replacing the catalytic converter. Converter is the one under the car.
