2000 Toyota Camry EGR valve

My car did not pass inspection. The report said egr gas flow problem. I changed the egr valve and diconnected the batt. Drove the car about 50 miles before the check engine light came on.

I have the same make, model, and year vehicle with the same problem. The car runs fine, but the check engine light stays on. Scanner code is P0402. Not sure if it is the EGR valve or the sensor. Any suggestions would be appreciated.
