1996 Toyota Camry speedometer bounces up/down, transmission

When the car starts rolling the speedometer bounces up and down like crazy and the car shifts erratically. Car wont go faster than 10 miles an hour when it does this and is basically undrivable.
Towed it to the dealership, they could find no problem with it and the car ran fine. They thought it might be the speed sensor.
It happend again 2 months later with the exact same result. Both times they cant get an error code to come up.
Any ideas?

Have them triple check the vehicle speed sensor on the transaxle and if it has another VSS on the speedometer to include testing the throttle position sensor. The computer uses the VSS/TPS/CTS signals to command and control the operation of the transaxle.
