1996 Toyota Camry check engine light on. Fails smog check

My problem is car won't pass smog check. Was analyzed and message P0401 EGR Flow Insufficient shows up. I want to fix problem my self. What steps should I take to check and repair or replace the EGR valve, the EGR Modulator and the VSV? Also where is the VSV located on this car? Thank You for considering my question. Start by opening up the EGR and inspect for carbon and make sure the valve is getting the vacuum-thru the modulator and VSV

Chances are the vsv for the egr is bad. Its mounted on the rear of the engine block, under the intake ands it real fun to change.
