1995 Toyota Avalon Engine blowing smoke

When I start my car after sitting for some time it blows out a ton of blue smoke, I also had to change all the spark plugs because they were fouled out. Can you refer a good repair manual for me so I can determine whether I should tackle such a task. This is a excellent running car execpt for all the smoke at start up, and using about 1 quart of oil per week.
