2002 Subaru Sambar Starting problem

2002 Subaru Sambar 4 cyl Front Wheel Drive Manual 80000 miles
Dear Sir,
This Subaru sambar mini truck has single point fuel injection system also 2ignition coils.when I try to start first time, simaltaniusly ignition and fuel injector didnt work. I replaced ECU and CAM sensor, but problem still there. But I depressed the throttle and crank several times can start,never stall. But if I stop engine and again very hard to start because there was'nt ignition also fuel injector didnt work.
I checked relays ,referance voltage, wire harness, ECU power supply and ECU earth terminals.
