Transmission or engine problem?

My 2 litre (non-turbo) 1995 Subaru Legacy Wagon has been slipping into lower gears whilst driving. It only drops back for a second or two & the revs rise accordingly. It seems to do it more in colder weather (not real cold just less warm). It still does it when the engine has warmed up. I have changed oil & oil filter today & I dont know what effect this has had yet. Is this a transmission problem (should I change transmision fluid?). Or do I continue servicing the engine. It is due for the usual servicing things.

I see two or three other similar threads now!

They have few replies, some help would be awesome.

If changing the auto transmission fluid will do harm I hope someone warns me!
