Leaking taillight

I have a 2000 Subaru Legacy Outback LTD 5 door. Mileage is 92000 miles. The taillight wellls on the hatch door have been collecting water - lots of it after a big rain - if I open the interior taillight access panel several cups of water will fall out.

I have taped the crack and thought it was well sealed but there is no change in this problem - is there somewhere else I should be looking to find where the water is entering. My concern is that the whole rear panel may need replacing.

Any ideas?

check the rubber seal around the back window and check for leaks where the wiper arm goes into the hatch
