Headlights don't work

I have a 1994 Subaru Legacy (2.0L) with 114K miles. When I started it this morning the battery and brake indicator lights were on. I continued to drive about 1/2 mile and the indicator lights went off and the interior display lights appeared to get slightly brighter at the same time. At this point everything appeared to be working fine. After about 2 miles, both my low beam headlights went out at the same time. I imediately switched to the high beams and they worked for about 5 seconds, then they both went out. My parking lights and flashers continue to work. I thought perhaps a headlight relay went out, but when I checked the main fuse box, there are actually 2 relays one for left and one for right. I checked a few fuses, the 30A to the switch is ok, the 15A units to the headlights are ok but there is no power to them. I thought it would be wierd that both relays would go out at the same time, so I thought it would be best to get a second opinion. Any ideas? Is it possible for both relays to go bad simultaneously?

Check the charging system, a power surge could have made the headlights blow. Bench test each headlight to see if the are blown.
