HEADLIGHT PROBLEMS 97 IMPREZA OUTBACK

Having some problems with my headlights. When the low beams are on the left light is dim and the right light is a little brighter than normal low beam. However, when I switch the high beams on the right light dims to almost nothing (but still on) and the left light becomes a regular high beam. So the left seems to work right when in high beam and the right seems to work right when in low beam. I checked all my fuses and they were fine and checked the connections to the headlight bulbs themselves and they all seemed to be fine. Any ideas would be great thanks!
