1989 Subaru Other Repair Question

89 legacy wagon 2.2 auto shift prob.
I have a 07/89 legacy wagon 2,2 auto, 197Kmiles
that down shifts out of overdrive when i let up all the way on the gas pedal
does'nt do it unless i let the pedal all the way up
as when slowing down
also doed it when its on cruise and throttle lets up as when going down a hill.
any idea whats causing this ? tps mabey?
