1999 Subaru Legacy wont change gears properly after ignitio

After the ignition has been off the car wont shift properly for a while then shift and runs fine after about a mile or so. Awhile back the accelator cable was adjusted to up the idle a little. Could this be related?

For idling speed adjustment, the throttle cable should not be adjusted to increase it. This would cause the TPS to indicate incorrectly and might cause erratic transmission shifting.

If the throttle body is dirty, it would cause the idling speed to drop. To restore the idling speed, cleaning the throttle body and Idle Air control valve is the proper way.
