Starting problem and drivers side seat belt motor wont stop running.

For the past month, the drivers side seat belt has worked off and on. It stopped working, and then two days ago, the motor started running continuously. It will not stop. Also, the van just stopped running. I was driving, and the lights got really dim, and it quit. Took a jump, and ran only for a short distance. Tested the battery and it was bad so I replaced it. The next day I drove it and it did the very same thing. Ran for about 15 min and died. Today it won't start now but the interior lights come on and so do headlights.
1. Does this vehicle has an engine kill switch, and if it does where exactly is it?
2. How do I stop the seat belt motor from running?
3. What is causing my van to stop running?

First check your charging system. You've done the battery but if the alternator isn't putting power back into it, then it'll just go dead again. This could be causing all your other issues as well so check the charging system first.

Ok I need to know how to unplug the seat belt motor. It constantly is running, and is broke anyway. So where is it located and how do I eliminate it.

It should be in the pillar behind the front door. Just remove the plastic cover and you should see it. I can't find a single diagram of it. My info doesn't even list a 1995 as having a seat belt motor. But I found it in 1993 info. The motor must be around the door so remove trim work until you find it. That's what I would have to do
