1997 SEAT Alhambra Going over 2500 rmp causes loss of power

hi, thank you for kind assistant. My car has got a 1.9 turbo diesel engine. The main issue is a reduction in engine power. Going over 2500 rmp causes loss of power and MIL is flashing intermittently. At the same time idle speed constantly higher than normal, but slightly pressing the accelerator pedal it drops close to normal.
