Electrical problem
2009 Scion xD 4 cyl Front Wheel Drive Automatic 15000 miles
When turn the key on, about half way it sounds like the horn is honking or some kind of beeb sound?

Could be a seat belt warning buzzer, or SRS buzzer.
If it has never done this before, have Toyota look at in under warranty.
This will document the problem in case it comes up again after warranty is up.
