1997 Saturn SL1 high idle when shifting

When I manual shift the rpm goes up to 1900. If I hold in clutch (while moving) the rpm will go to 1900 and stay there until I come to a complete stop. After stopping the engine comes down to normal 700rpm. Saturn dealer has tried to fix and faliled. They cleaned the throttle body and fuel injectors and replaced the idle control valve.

Hi:
is the check engine light come on? Also, did they test the throttle position sensor (TPS). Finally, check to see if you can find vacuum leaks. Listen for hissing sounds from the engine are when it is running.

Let me know what you find.

The check engine light is not on now. Don't know if they checked TPS. Will take back to dealer next week. And ask. I could not detect any hissing. I went back through my repair records and this problem is a long standing problem that has never been resolved.
The rpm will stay at 1800 as long as the car is rolling, even in neutral. Within 3 second of coming to full stop idle drops back to 800. Is there a sensor that knows if the car is rolling?

There is a speed sensor that tells the computer what is going on, but I don't think that would cause the idle to change.

Let me know what they say about the TPS. It sounds like something is sticking.
