U probably have a bad passive control module thats what controls ur power seat belts. The speed signal goes from ur speed sensor to ur passive control module then to ur speedometer. When they go bad sometimes it wont pass the speed thru it common for the code and symptoms ur having. The way u can test it is kinda crazy.U put the front of the car on jack stands so the wheels arent touching the ground. Open the drivers door the drivers seat belt the motor one will go to the open postion. Start the car put it in drive and spin the wheels over 15 miles an hour with the drivers door open if the seat belt closes like u closed the door then its not the sealt module. It would then be ethier the wires from the module to spedo or the spedo itself. If it doesnt close then I would replace the seat belt module its under the center console right below the ebrake arm. There expensive I would check pick a part for one find one that doesnt have a crack in the top of it. Make sure u did a good job with those with those jack stands and block the wheels before u test it. Let me know what u find.
