2003 Saturn L300 Dim Headlights

2003 Saturn L300 6 cyl Front Wheel Drive Automatic 85000 miles
My passenger low and high beam lights are both dim and using the lo/hi switch on the steering column does not change their brightness. The side marker and turn signal lamps are normal, howver as are all driver side lamps. Could their be a bad ground for the passenger headlights, and if so where is it?
