2004 Saturn Ion Cold air, but not a lot of it

Saturn Ion makes cold air, but when the a/c gauge turns from 1 to 4, there is hardly any difference in the amount of air that comes out.

Do you mean when you turn up the blower switch from 1 to 4?Also when you go from 1 2 3 and 4 can you hear the blower motor ramp up in speed?
