Brakes problem

The car has been serviced and was found to have non standard brake pads. The disc rotors would require a change due to the squeaking noise it makes while braking. But off late, the car is not accelerating well and decelerates very fast. When the brakes are pressed and then left, it feels like there is still some pressure being applied on the brakes when it is not the case. The brakes feel a lot tighter too. It's needing a lot of gas to accelerate to 100Kms or more and when the foot is off the accelerator it starts decelerating rapidly. On a slightly downhill slope on neutral the car didn't even move.

Any idea on what this could be and how would it cost to fix?
