Running rich and lacks power on the highway

Truck has power on bottom end but when you try to get up and go there's nothing there. The exhaust smells real rich, and motor isn't running smooth. The catalytic converter has been replaced and has new air filter and fuel filter as well

Has the check engine light come on? Are you seeing black smoke from the exhaust? Are the O2 sensors working properly?

When you rev engine just a slight puff of black smoke can be seen. Don't know how to check the o2 sensors. Also the EGR valve is missing the vacuum line. Where is that line supposed to run to? (The poor truck has been hacked, I'm just trying to pick up the pieces)

You should be able to run it directly to an intake vacuum port. Try that and see if it helps. Also, check to see if there are vacuum leaks.

I ran a vacuum line to intake from egr and it ran a little better on the road but gained alot of sputtering and missing when idling? The truck owner is an old man that just uses it to putt around checking his cows so he decided he'd rather not have it missing so bad on the bottom end and had me take that vacuum line back off.
