2005 Other Rover Models heater blowing out cold air

Ihave a 2005 city rover and the heater is blowing out cold air. Is this simply a fuse or is it the thermostat. If so where is the thermostat located

replace the thermostat .. located at the engine end of the radiator top hose !! and have the cooling/heating system flushed !
