Engine runs low on start

2000 Rover 45 4 cyl Two Wheel Drive Manual 54000 miles
my rover 45 is low on revs when first started i have changed all the plugs and leads incuding the ignition packs but it still runs low revs when first started, but after a short run it is fine.
