Rough running- vacuum

My 99 crown vic 4.6L SOHC V-8 has been running rough and I noticed a howling noise that can be heard through the air cleaner. When I unplug the solenoid on the back center of the throttle body. The noise stops. Any idea what this is and how do I fix it?

Sounds like a air leak or clogged line. Use some throttle body cleaner to get rid of any carbon build up. Most cars do get some carbon backpressure and have to be cleaned once in a while. If that does not work use some leak detector available in most automotive stors. Can also use wd-40 and spray around where there are air lines or connections. If there is one you will hear it while it is running.
