My lights will not turn off unless i indicate left and when i indicate right they go on, if i slightly touch the indicator my lights flash. now my windscreen wipers only work if i pull it a certain way or if i am indicating left? Does this sound like a loose wire?

sounds like a faulty steering column switch unit ! replace the switches

This could be covered under a manufacturer's extended warrenty ..
