Rattle at Right hand side rear wheel

Good Day,

We have been experiencing a rattle noise coming from the Right hand side rear axel everytime we hit a little bump or even the un-even road surface. As soon as you apply brakes the problem goes away.
When removing the wheel and and the brake disk, we noticed that the brake disk had been scratching and touching the back plate (the part where the brake caliper is attached). The black back plate is turning blue from the heat.
What would cause the brake disk to touch this plate? We assumed perhaps the wheel bearing is going but really not sure. Please could you help?

The bearing is the only thing that keeps the wheel where its supposed to be. Pick up the rear wheel off the ground and give it a jiggle around and see if it wobbles. It should judging from what you've told me.
