2008 Pontiac Torrent 6 cyl Front Wheel Drive Automatic 20000 miles

hello. the fuel gauge on my 2008 Pontiac torrent used to read half when i fill up. now it does not work at all.some say it is the cluster some say the problem in the sending unit .i can get the cluster but do i have to program it?.i'm in country where GM dealership does not exist.thank you
