1993 Pontiac Sunbird Repair Question

1993 Pontiac Sunbird A/C only on HWY, Car runs hot at idle,
A/C does not blow cold when you are stopped at a light, but is cold when you are at a constant speed. When the car sits at a light with the A/C on, the car makes a sound like it is "clicking" off and on, it does this whether the A/C is on or the heat is on. I have replaced the thermostat, the engine coolant temperature sensor and gauge sensor, and have taken the fan out and hot wired it to the battery, the fan works. I have also replaced the elec fan relay. Thank you for your Help!
