how do you set the timing on a 1993 pontiac lemans 1.6 liter I set the lifter pulley dead top and the crank pulley dead top the car starts but has a loap am I setting it wright

I am thoroughly under experienced, but from other research I've done today I believe the crank pully should be dead bottom instead.
