1988 Pontiac Lemans Fuel system relays

The problem that I am having is that the injector is not injecting fuel into the throttle body.
I'am getting fuel to the throttle body and I'am getting power to the injector but I'am unable to get any fuel to inject into the the throttle body thru the injector.
Could this be a problem with the relay or brain box that controls the fuel system?
If so I need a location of both these because I have no book or info for this car.
Also what else could be my problem and how do I asses the problem.
I have replaced the fuel pump, the injector and the fuel pressure regulator and still can not get fuel to squirt into the Throttle body.

The injectors are not synchronizing because you have a problem with the computer ground drivers. The ECM is located behind the right kickpanel on the passenger compartment
