2006 Pontiac GTO Key wont turn and steering wheel is locked

2006 Pontiac GTO V8 Two Wheel Drive Manual 54,722 miles
I have tried putting wd40 in the ignition, wiggling and turning key, and got nothing. Is there a way to unlock the steering wheel or no? How much would it cost me to have that fixed if its a ignition cylinder gone bad?
