1997 Pontiac Grand Prix Wiper Issues

My question has two separate issues in regards to my windshield wipers.

My first problem is that after a freezing rain storm, I turned off my car without turning off my windshield wipers and left them in the up position. When I turned the car back on and tried to turn them off, they did the opposite and are now in the UP position when the switch is turned off. Other than that, they function correctly.

My second problem has to do with the windshield wiper pump. It was not pumping fluid, and once with the hood up, when I activated the pump, it sounded like the pump slowly died out. Have not heard any noise made from it since. So hearing it slowly die out I assumed it was the pump itself and replaced it. That had no effect. No sound coming from the new pump either and no fluid being pushed through. The only other thing I can think of is possibly the fuse, but my understanding is the wiper pump and the wiper motor themselves use the same fuse. My manual doesn't tell me where the wiper pump fuse is. What is your take on what could be wrong?

Ok sounds like the wiper pulse board or wiper motor went. If the pulse board is not able to be replaced seperetly then you will have to replace the motor to fix the pulse board. See the pulse board controls the washer pump and the parking of the wipers. Now it also could be that the wipers stayed put and the motor turned meaning that you will need to loosen the wiper arms (were they pivot at the cowl) and put them back were they belong and the tighten them back up and see if all works fine. Get back to me and we go from there.
