Overheating problems

I have a 1995 grand am quad 4 motor . 4 door. Mileage is about 99thousand.
the night before the temp gauge spikes the 280 mark. And then when I took off the gauge went down for a few. Then came up and rode at the middle mark(220). When I would take foot off gas or slow down to a stop the temp gauge will rise back up to the 280 till I took off again.
I've checked the oil and there is not water in it. There is nothing coming out the back of the tailpipe. And i've checked and its not leaving a puddle. What other choices do I possibly have to go with?

Engine fan may not be working, coolant level could be low, water pump could be going out, or steel radiator pipe under car could have came into contact with something and bent.
