Cranking, but not starting

I have a 1994 Pontiac Grand Am SE Coupe 2.3l SOHC roughly 120,000 miles. My car turns over but will not start. i had the ignition control module tested, and it was good. i replaced the coil packs, plugs, and boots. im getting fuel but its not firing. what could be causing it not to fire?
