2007 Pontiac G5 Front passenger side noise

Noises problem
2007 Pontiac G5 4 cyl Front Wheel Drive Manual 110000 miles

My car recently started having a noise in the front, passenger side area. I have had my tires checked and rotated and there are less than 5,000 miles on them. The sound begins when I reach speeds of 30 to 35 miles per hour. It reminds me of a jet engine. The sound does not stop until the speed has lowered below 30 MPH. The car drives fine and has no other noises or problems that I can detect. I have tested the clutch and brakes to see if this could be the problem and the noise continues even when the car is in neutral, brakes are pressed, or clutch is engaged as long as the speed remains above 30 MPH. What could be causing this noise?
