Steering problem with 2000 Chrysler Voyager

I have a used (72k miles) 2000 Chrysler Voyager (3.0 L engine). The van had been standing in the airport parking lot for the last three days. Last night when I flew back in and tried to drive the car, the steering wheel locked on me (unable to turn more than a couple of degrees). It had rained yesterday and was freezing cold. There was thin sheet of ICE on my windshield. My battery light was also flashing, although I was able to turn the engine on. After about 10 mins (while I was trying to figure out the steering issue), I heard a continuous clicking sound and soon after the battery also died on me. Any suggestion as to what the issue may be and the estimated repair cost.
