1996 Plymouth Voyager Repair Question

96 Voyager Brakes

I changed the pads and rotors on my 1996 Plymouth Voyager today. The pads were REALLY low, and I had a metal on metal sound. After putting it all back together, I notice that the pedal travels farther than normal, and it doesnt stop like I think it should. I checked the fluid reservoir, and it appears full. Any ideas on why the soft pedal? Any help is greatly appreciated.

did you bleed the brake lines? when the pads run all the way down like that air can get trapped.
