1991 Plymouth Van No power, exhaust smells like gas.

My 1991 plymouth grand voyager has no power, and exhaust smell in cab. I have replaced plugs, plug wires, fuel filter, catalytic converter and muffler. Engine hesitates when given gas, and exhaust leaves black spots on driveway. Any suggestions and insight would be much appreciated.
