1988 Plymouth Reliant timing belt

1988 Plymouth Reliant 4 cyl Automatic 40000 miles

why is my timing belt jammed at one point on my 1988 plymouth 2.5 motor? it will turn to one point then jam. the engine will crank over, but the distributor rotor does not. are these related? does the timing belt have anything to do with spark to the distributor? these are related?
