1974 Other Plymouth Models Starting problems

I have 74 Plymouth Scamp, same car as a Dodge Dart. I start my car and drive it to the store. I come out later to start it again and nothing happens when turning the key. I will then have to wait for an unknown amount of time and it will start as usual again. I am able to start it during this time by opening the hood and crossing the contacts on the starter relay switch. I replaced the starter relay and am ready to replace the starter selenoid even though the car starts by jumping the starter relay.
Am I correct in assuming that its not the starter, starter relay, or the ignition module. If so is there any other electrical component that I am not including..........Thanks

When you turn the key, does the starter work when it won't start?
