Can't remove pwr steering pump belt

1987 Plymouth Fury V8 Two Wheel Drive Automatic 123000 miles
I am in the process of replacing the alternator on my 87 Gran Fury. When I put the new alternator in there was too much slack in the old belts and the alternator was all the way up on the bracket. So I'm replacing the belts. The air pump belt was no problem but I cannot figure out how to remove the pwr steering pump belt. I don't have a repair manual. There is what looks like a swivel bolt but the mount seems to be solid.
