1994 Plymouth Acclaim Fuel Shut off

1994 Plymouth Acclaim 4 cyl Two Wheel Drive Automatic 125000 miles
I'm considering purchasing a 1994 Acclaim. The car has set for over 8 yrs and the owner says he thinks the fuel pump is the problem. Replaced the pump, still won't start. No current at the pump connection. The car has an alarm/security system with what appears to be a kill switch. When I located it the switch was turned to off. Switched it still won't start. Is there a relay that I should check? What do you think is the problem?
